Kallick Consulting is a woman-owned business committed to supporting inclusive sustainable development and social change through participatory and collaborative approaches to design, evaluation, learning and planning.
Our work is aligned with people-centered development, focusing on the core values of sustainability, participation, and justice. We believe that evaluations are an opportunity to bring a rigorous, systematic lens gathering evidence that informs collective reflection, insight, and improvement.
Each evaluation is designed and implemented in close collaboration with the client to ensure an accurate and useful process, drawing from traditional and innovative methods.
The firm draws upon a carefully curated global network of highly specialized consultants. Each team is determined according to the specific needs of a project.
Clients include UNDP, UNV, FAO, the Institute of International Education (IIE), the International Research and Development Centre (IDRC), Swiss Development and Cooperation Agency (SDC), among other international and national organizations.

Has expertise in gender and inclusion, leadership development, local governance, and community development.
Jude Kallick has conducted numerous evaluations on social change, peace building and development. She has extensive experience in complex, participatory evaluations focusing on democratic governance, peace building, civic engagement, inclusion, and volunteerism. Having also managed and implemented projects in the field, she has the unique combination of being a high-quality evaluator with first-hand knowledge of the practitioner’s reality.
Her approach to evaluation focuses on results-based management using a range of appreciative and participatory methodologies.
She has vast experience working on strategic, corporate evaluations that include qualitative and quantitative methods, project and meta-analyses, case studies, and innovative participatory methodologies and capacity building. She has worked in over 20 countries in Africa, Asia, CIS and Latin America.
Ece AkçaoÄŸlu

Has over 16 years of experience in design, implementation, monitoring, reporting, and evaluation of development and peacebuilding programs including 10 years as UNOPS and UNDP staff member.
She has contributed to and delivered results in democratic governance, peacebuilding, and reconciliation programs with focus on civic engagement, inclusion, and gender mainstreaming. She contributed to initiatives of UNDP Cyprus, leading civic engagement in peacebuilding efforts and facilitating a more inclusive peace process.
She also contributed to the capacity assessment and development of the civil society partners in Cyprus to strengthen their capacities to actively participate in the peace process.
As a consultant, she was involved in a number ofevaluations with UNDP, UNV and FAO, applying her expertise in mixed methods, quantitative and qualitative data collection and analysis at project, program and organizational levels.
Ece has a strong understanding of the complexities of supporting communities in conflict and contributing to locally owned peacebuilding efforts.
She coordinated UNDP efforts to support women engagement in the peace process in Cyprus and to facilitate implementation of the UNSCR 1325 on Women, Peace and Security.
Stephani Hodge

Is a seasoned professional in sustainable development and biodiversity evaluation, with over 3 decades of experience. Her unique abilities include evaluation of regional and national biodiversity initiatives, coupled with her expertise in GEF evaluation, program development, and strategic partnership cultivation, which has significantly impacted global sustainability efforts.

Stephanie's academic journey laid a strong foundation for her career in global environment and development. She holds a Master of Public Administration (MPA) from Harvard University, specializing in government and public administration, with a focus on gender equality, development, environmental science, and ecosystem management. Further enhancing her academic credentials, Stephanie completed her Master of Arts (MA) in Comparative International Education and Development at the University of East Anglia, emphasizing equity, ecosystems, and sustainability education.
Her career is marked by her adeptness in program development and strategic partnership cultivation. With over 30 years of international program monitoring and evaluation experience, she has worked as staff and consultant collaborating with prominent organizations such as the UN agencies and the World Bank, showcasing her versatility in addressing diverse global challenges. Her expertise spans diverse sectors, including biodiversity conservation, climate change adaptation, and sustainable development, with a geographical reach covering regions such as the Asia Pacific, Latin and South America, Middle East, Africa, and the Caribbean.
Renuka Motihar

Is an independent senior consultant in the international development sector.
In addition to higher education in social sciences, Renuka has more than 25 years experience in the field of development especially reproductive, maternal, adolescent health and development, HIV/AIDS and broader social, leadership, gender, inclusion and poverty related issues. Her emphasis has been on work related to women, adolescents and youth (especially girls) in India and Asia.
Renuka has worked as a program consultant with various international and national agencies - including UN agencies, private foundations, technical agencies, international and national NGOs, consulting firms, bilateral agencies and university. Her focus has been on program design; strategic thinking and coaching; scoping studies; technical assistance; program management; NGO appraisals, proposal review and grant making; reviews, impact assessments, program and portfolio evaluations; qualitative research, knowledge building and learning.
Her education, training and work experience has given her a multi-disciplinary grounding, diverse experience and an ability to have an integrated approach in the work she does. She is also on the board of a youth development organization, Pravah and on the executive committee of an alliance, White Ribbon Alliance for Safe Motherhood India.
Judith Samuels, PhD

Supports philanthropies, global NGOs, nonprofit organizations and government agencies with tools and measurement strategies to transform the third sector and maximize impact.
Her policy and services research focuses on health and mental health services, education, poverty, policy and interventions. Of significance, her work with homeless families and children is cited in the President's New Freedom Commission on Mental Health’s final report and she is the lead author on a seminal paper Homeless Children: Update on Research, Policy, Programs and Opportunities commissioned by ASPE at HHS, US Government.
Judith has had appointments as the Head of the Policy Analytic Lab and the Child and Adolescent Mental Health Policy and Services research Lab (CHAMPS) at the Nathan Kline Institute for Psychiatric Research, as an Assistant Professor at the NYU Medical School Department of Child and Adolescent Psychiatry as a Research Professor and an Adjunct Professor at the Steinhardt Graduate School in Global Public Health and the Robert F. Wagner Graduate School of Public Service, both at NYU. She has served on numerous nonprofit Boards and research advisory boards nationally and in New York City. She has been engaged as a grant reviewer for Federal agencies and foundations and has been a frequent reviewer for SAMHSA’s NREPP registry of evidence-based practices.
Patrick Breard, PhD

After 10 years working in the public and private sectors (Paris Chamber of Commerce and Industry, Ernst & Young) he joined UNDP in 2001 to coordinate the organisation’s Knowledge Management activities. In 2004 in moved into consulting to support the modernisation of national and international public institutions.
Patrick has worked at global level and in close to 50 countries. His areas of expertise span across policy/strategic design, programme/project formulation, capacity development, knowledge management, results-based management, and evaluation. Patrick has conducted formative and summative evaluations as well as needs assessments and reviews for the United Nations Secretariat, ILO, UNESCO, FAO, UNCCD, UNCDF, DOCO/DCO, UNDP,
UNEP, UNECA, UNESCAP, UNIFEM, UNV, UNITAR, UNCTAD, IDRC, IFAD, SDC, World Bank.
Many engagements focused on assessing the performance of thought leadership and innovation, research and knowledge products, and institutional learning. Patrick Breard holds a Ph.D. in Foresight from CNAM-LIPSOR Paris, a MBA from IUA San Francisco, a Master’s in European Economics from Université Libre de Bruxelles, and a Maîtrise in Economics from University of Toulouse 1.
